Within congressional budgeting, there were traditionally two main processes: authorizations and appropriations. Which do you think is more important and why?

The Congressional Budget Act of 1974 gave Congress more time to work on the budget by pushing the start of the fiscal year forward from July 1 to October 1. It also created new committees in each house and created a new process. Each chamber of Congress analyses the President’s budget proposal and drafts a budget resolution setting overall spending levels. A Conference committee of House and Senate members resolves differences between the two plans to create a final version that each chamber votes on. In general, funds for federal government programs must be authorized by an “authorization committee” through enactment of legislation. Then, through subsequent acts by Congress, budget authority is appropriated by the Appropriations Committee of the House.

Authorizations- create programs and put limits on how much money they can spend. (Kettl, D.F.)

Appropriations- commit money for spending, appropriations fund authorizations. (Kettl, D.F.)

Based on the definition of what authorizations and appropriations is in relation to the Congressional Budget I would have to say appropriations is essential for authorizations to be funded fairly. Appropriations create the funding for the programs created by the authorization committee. Authorizations are important to create limits on the amount of money that can be used for each program created within a fiscal year budget which creates balance and fairness but wouldn’t be possible if it wasn’t for the appropriation of funds.

Read Chapter 28 mini-case study. The case is about BSC and its efforts to implement an ERM function. From reading the case study what are the quick wins that you see? And what are the issues that will pose a challenge in creating BSC ERM program? How would you tackle the challenges?

Read Chapter 29 mini-case study. This case is about Akawini Copper and United Minerals and it brings up many important concepts with ERM, such as due diligence and its role in an acquisition of an organization. How would you approach the acquisition? What changes would you implement first in the transformation process?

  1. You have been tasked with expanding your company’s wireless network. Your IT manager asked you to create a presentation that explains their current situation, wireless routers and their functions, and recommendations for the future.  She specifically said to include Business level  Wireless Access points and how you would manage multiple Access points.
  2. Company in located over three floors of one building.  There are currently 6 wireless access points (WAP) that work together or can be managed centrally that are 8 years old.  The company is expanding to a total of 5 floors within the same building. You will need to accommodate 45 laptops on each floor , plus mobile/phone and tablets for each employee. There is a total of 250 employees. Laptops are all less than 3 years old.

Please consider how many devices a WAP can handle and can it be centrally managed. Home systems will not work. Don’t just read your Power Point to me.

Merck ( https://www.merck.com/index.html )is a major pharmaceutical company ( https://en.wikipedia.org/wiki/Merck_%26_Co. ) that depends on patents and innovations.  The patents of Fosamax and Zocor expired in 2006.  Merck had planned Vioxx to be its next Blockbuster drug.

  1. What might Merck have done when information came out that Vioxx caused Cardio vascular problems?

The purpose of this assignment is to allow the student to calculate the project cash flow using net present value (NPV), internal rate of return (IRR), and the payback methods.

 

Assignment Steps 

Create a 350-word memo to management including the following:

  • Describe the use of internal rate of return (IRR), net present value (NPV), and the payback method in evaluating project cash flows.
  • Describe the break-even point and its importance.
  • Describe the advantages and disadvantages of each method.

 

Calculate the following time value of money problems:

  1. If you want to accumulate $500,000 in 20 years, how much do you need to deposit today that pays an interest rate of 15%?
  2. What is the future value if you plan to invest $200,000 for 5 years and the interest rate is 5%?
  3. What is the interest rate for an initial investment of $100,000 to grow to $300,000 in 10 years?
  4. If your company purchases an annuity that will pay $50,000/year for 10 years at a 11% discount rate, what is the value of the annuity on the purchase date if the first annuity payment is made on the date of purchase?
  5. What is the rate of return required to accumulate $400,000 if you invest $10,000 per year for 20 years. Assume all payments are made at the end of the period.

 

Calculate the project cash flow generated for Project A and Project B using the NPV method.

  • Which project would you select, and why?
  • Which project would you select under the payback method? The discount rate is 10% for both projects.
